About the Coalition
The New York Coalition for Alcohol Policy (NY-CAP) represents a unified statewide response to a growing public health challenge. Built upon years of dedicated surveillance and community action, our network brings together regional leaders, clinical researchers, and public safety advocates. By structuring our operations around scientific evidence rather than industry lobbies, we translate complex health and economic surveillance data into structured policy priorities. Together, we work to protect communities from commercial excess while fostering equitable conditions where all New Yorkers can thrive.
Our Structure
NY-CAP membership is open to alcohol prevention policy practitioners, leaders, and researchers from NY. The coalition membership body consists of everyone who has participated or expressed interest in alcohol policy events organized by CUNY in the past few years. This full body has only met sporadically, but the goal is quarterly meetings.
NY-CAP is guided by a leadership committee comprised of 12-14 individuals, who serve two-year, staggered term during which they meet twice each month. They include:

Active engagement drives our mission. Any coalition member is welcome to join our specialized committees, which meet monthly to focus on core policy and operational areas:
NY-CAP Tax Committee: The NY-CAP Tax Committee monitors and analyzes state and local alcohol taxation policies, including excise taxes, pricing strategies, and related legislative proposals. The committee provides research, policy guidance, and strategic recommendations to support evidence-based approaches that reduce alcohol-related harm while promoting public health across NYS. The committee also works to identify and address persistent health inequities by evaluating how alcohol tax policies affect different populations and communities.
NY-CAP Marketing Committee: The NY-CAP Marketing Committee addresses the disproportionate exposure of youth, low-income communities, and other vulnerable populations to alcohol marketing and its associated harms. The committee works to raise awareness of the ways alcohol advertising, promotion, and sponsorship influence consumption patterns and contribute to health inequities. The committee promotes evidence-based approaches to reduce harmful alcohol marketing practices and create healthier communities across New York State.
